Integrated Logistics Support (ILS) element development


1. Definition of the ILS


The Integrated Logistics Support (ILS) is the activity which manages the overall logistic support elements from the requirement proposal to the design, development, acquisition, operation and disposal to secure the effective and cost-effective logistics support for the weapon system. It consists of 11 elements and the ILS element development is continuously performed from the initial concept research to the disposal after the dispatch.


2. 11 Elements of the ILS

Element Concept and main activities

1. Research and design reflection

The research and design reflection are the activity with the reflection on the design and concept of the major equipment after reviewing and checking related data and phenomena to form, refine and confirm the ILS concepts from the Required Operational Capability (ROC) proposal to the extent of the weapon system selection, development, test and evaluation, field test.

Main activities

1) Review the ILS data collected from the search and researches for each weapon system

2) Reflection of the requirement to acquire the easiness and durability of logistic support and to minimize the operational cost in selection and design phase of the major equipment

3) Research and compile the design reflection element for Letter of Agreement (LOA), various kinds of development plans and ILS-P, etc.

4) Establish the concept of the maintenance support

5) Seek the availability of the technical personnel, supporting facility unit and the plan to save the operational cost

6) When the requirement of design change occur, review the logistics support elements and plan on minimizing the operational cost and the down time to reflect on the requirement plan, acquisition program, R&D, production dispatch and design for each operational phase

2. Standardization and interchangeability

The standardization and interchangeability are the activity which simplifies the logistics element requirement to facilitate the logistics support among the equipment by maintaining the common features like the material of the components, consumable goods and supplies, and the method of design, test and evaluation, operation and maintenance, etc. required from the weapon system development and acquisition

Main activities

1) Form the concept to maintain the standardization and interchangeability of the equipment already dispatched in the selection and design phase of the weapon system

2) Develop the element based on the standard document as much as possible to minimize the logistics support requirement

3) Include in the LOA, system development implementation plan and ILS-P for the management

4) Collect and analyze the data before the main equipment design to reflect on the design

5) Specification and categorization before the mass production and dispatch

3. Maintenance planning

Maintenance planning is the activity which develops and analyzes the support elements required for easy maintenance support of the weapon systems and keeps improving through the acquisition process.

Main activities

1) Set up the maintenance concept
(including the classification of the echelon of maintenance, maintenance guideline and responsibility for each step, allowed time for the maintenance, maintenance support condition, etc.)

2) Estimate and analyze the quantity of maintenance task

3) Develop depot-level maintenance element

4) Configure the requirement for the maintenance support facility

5) Write the maintenance allocation chart (MAC).

6) Configure the requirement for the specialty of the technical personnel and technical level for each specialty

7) Configure the requirement for the Maintenance Float (M/F)

8) Classify the function and configure the supporting responsibility

9) Configure the warranty and A/S performance

4. Support equipment

It is the required support equipment to operate and maintain the main equipment in the weapon system and means the tool, gauge, calibration equipment, performance measurement and fault detection equipment, handling equipment and maintenance equipment

Main activities

1) Find out the requirement for the supporting equipment to operate the developing weapon system

5. Supply support

Support the goods and personnel to require the initial supply and maintain the operation for the repair parts and goods to be acquired and supplied simultaneously with the main equipment

Main activities

1) Establish the supply support and support procedure

2) Calculate the requirement for the Concurrent Spare Parts (CSP) and Basic Issue Items (BII)

3) Operational performance of the Prescribed Loads List (PLL) and the Authorized Stockage List (ASL) of similar equipment

4) Repairing tools and tool kits

5) Fuel and ammunition requirement

6) Configure the supply storage level for each echelon

7) Judge and configure the requirement for the supply support activities

8) List and specification for the supply support

6. Logistics personnel operation

Activity to plan the supplement of the personnel in line with the required technical level including the maintenance, supply and training requirement personnel for the operation of the weapon system

Main activities

1) Judge the required personnel for each specialty to maintain and support the equipment

2) Judge the required personnel for special and risky technologies

3) Establish the plan to supply the personnel for the technical specialty to operate and maintain the weapon system and the experienced specification for the lost personnel

4) Judge the requirement for the additional instructor for the school training

7. Logistic support training

The training for the technical personnel shall be cooperated with the operator training and the training plan shall be established to reach the configured technical level

Main activities

1) Select and train the ILS Test and Evaluation personnel and instructor

2) Judge the requirement for the base drill and school training for the technical personnel

3) Establish the training plan for the new equipment

4) Judge the requirement for the training S/W, drill goods, equipment and training devices and develop these training materials

5) Establish the support plan of the training materials

8. Technical manual

The technical manual consists of the hardcopy version like the user manual, supply manual, O-level maintenance manual, I-level maintenance manual, Depot Maintenance Work Requirement (DMWR) and the Interactive Electronic Technical Manual (IETM)

9. Packaging, handling, storage and transportability

The packaging, handling, storage and transport ability elements means the feature, requirement, restriction and related management for the packaging, handling, storage and transport ability of the weapon system

Main activities

1) Design, develop and acquire the main equipment and logistics support elements of the weapon system with the optimal weight, size and volume for the safe and economic transport, storage and management with available transporting methods.

10. Maintenance and supply facility

The facility is the real estate and related installations to perform the logistics support (storage, maintenance, supply, etc.) of the weapon system. The design standards of the maintence and supply facility should be continually complemented and developed in the line with the weapon system acquisition.

Main activities

1) Judge the usability, reconstruction and improvement of the existing facility

2) Judge the requirement for the maintenance facilities for each maintenance step for the main equipment

3) Establish the measure for the environment of the maintenance facilities (temperature, humidity, dust, magnetic field, radiation, special power, etc.)

4) Establish the requirement for the storage facilities and environment of the supplies

11. Technical data management

Consist of the Technical Data Package (TDP) and the operating specification and include video, audio and computer data if required

Main activities

1) Maintain and manage the development and production specification (specification, drawing, parts and tool list, production process drawing and specification, test and evaluation specification, package and transport specification, supporting equipment list)

2) Manage and maintain the operating and maintenance specification (lubrication order, modification work order, inspection, test and calibration procedure, installation instruction, checklist, etc.)

3) Manage the demanding specification (demand for each item and equipment), supplying specification (basic distribution item, supporting equipment, ammunition, etc.), maintenance management specification, status of technical specialties, training specification and level
